Basic Conditions for Export Tea Planting Bases (1) The planting base should have a contiguous area of at least 100 acres. The soil, air, and irrigation water must meet the standards required for producing pollution-free tea. Testing should be conducted every two years, and appropriate soil improvement measures should be implemented based on the results. (3) A system for managing pesticides and fertilizers should be established, covering procurement, storage, application, and residue monitoring. Records of all transactions should be maintained. (4) An approved list of pesticides should be created, including their Chinese and English names, registration numbers, safety intervals, usage instructions, and dilution guidelines. (5) A system for collecting and transporting fresh leaves should be in place to ensure that they are harvested after the safe interval of pesticides. Records should include the date, method, quantity, and destination of the leaves. (6) An inspection and monitoring system for toxic substances in tea should be established, detailing sampling methods, testing frequency, and analytical procedures. (7) A batch management system for raw materials should be implemented to ensure traceability of exported tea. (8) All records must be kept for at least three years. III. Requirements for Pesticide and Fertilizer Management (1) The base should follow a "prevention-oriented" approach, combining agricultural, physical, biological, and chemical methods to control pests and minimize pesticide residues. (2) High-efficiency, low-toxicity, and low-residue pesticides should be selected, meeting the requirements of both the importing country and domestic regulations. Prohibited or restricted pesticides must not be used. (3) Pesticides should be purchased through qualified suppliers and managed carefully. New pesticides must be tested and approved before use. (4) Pesticide distribution should be based on pest occurrence, with written applications submitted by the plant protection officer and approved by the management department. (5) Pesticides should be prepared according to standard specifications and dilution ratios, with supervision during application and equipment cleaning. (6) Any leftover pesticides must be returned to the management department for proper disposal, with detailed records kept. (7) Fertilizers used must be confirmed for active ingredients. Organic fertilizers should be harmless and comply with pollution regulations. Microbial and foliar fertilizers should meet industry standards. IV. Requirements for Security Personnel (1) Plant protection staff must complete training and obtain relevant qualification certificates. (2) They should have basic knowledge of tea science, plant protection, and pesticide use, and be familiar with domestic and international pesticide regulations. (3) They are responsible for pest control, fertilizer and pesticide management, and maintaining records. (4) They should monitor environmental hygiene, observe nearby farming activities, and track crop growth and temperature changes to detect pest outbreaks. (5) They should provide training on tea planting techniques and pest control to workers. (6) Soil contamination should be monitored before planting, with representative samples tested for pollutants. (7) Regular monitoring of pollutants in irrigation and spray water is required. (8) Major disease outbreaks should be reported to the relevant authorities promptly. V. Validity of Inspection and Quarantine Records The inspection and quarantine records for export tea planting bases are valid for a period of three years.
