According to China's "Pesticide Management Rules" and "Implementation Measures for Pesticide Management Rules," the cumulative validity of temporary pesticide registration (LS) shall not exceed 4 years. However, since the implementation of the pesticide registration system in our country, due to historical reasons, a large number of products have long been in the temporary registration (LS) state and have not been converted to formal registration (PD) after their expiration. In response to this situation, the Ministry of Agriculture issued a document in 2000 to deploy the "old product" pesticides clean-up work.

Divided according to the implementation date of the “Measures for the Implementation of Pesticide Management Rules” on July 23, 1999:

1.1 The active ingredients of pesticides registered before July 23, 1999, the so-called “old products”, were included in the scope of product work for temporary registration of pesticides (LS) beyond the effective period (4 years). The “old product” cleanup was conducted in batches and divided into 4 batches: the first batch was completed by the end of 2004; the second batch was completed by the end of 2006; the third batch was completed by the end of 2007; and the fourth batch ended by the end of 2008. carry out.

1.2 Products registered with new active ingredients of new pesticides after July 23, 1999, the so-called “new products”, will only have a temporary registration (LS) for only 4 years.

Therefore, the “old product” temporary registration certificate (LS) has the shortest validity period of 5.5-9.5 years, while the “new product” temporary registration certificate has a period of only 4 years. This has limited the temporary registration period for the active ingredients of new pesticides.

After 4 years, the new pesticide active ingredient has three results: First, it is transferred to the formal registration (PD); First, the temporary registration is changed and it is renewed for another 4 years; First, the temporary registration expires, and the pesticide registration field disappears and disappears in the market. .

2, the benefits of pesticide cleaning:

2.1 is conducive to the long-term stable and orderly development of China's pesticide industry;

3. The impact of pesticide removal on the development of pesticides:

3.1 is not conducive to the rapid development of pesticides and new active ingredients in China. As a result, the risk of developing new pesticides increases and the investment of enterprises increases.

3.2 Under the seemingly fair conditions, there may be some pressure and blows on the local enterprises of the pesticide industry in China;

3.3 The exclusive development of new varieties and new preparations faces financial pressures and time pressures for formal registration, which is not conducive to the formal registration of exclusive production varieties, and has undermined the enthusiasm and risk-taking spirit of the development of new varieties and new formulation enterprises;

3.4 The policy of “encouraging original” pesticide industry development was not reflected, and the threshold and difficulty of creating new pesticide preparations were improved.

4. Some debatable popular viewpoints related to the development of the pesticide industry:

4.1 "Market-for-technology" Theory

One purpose of China’s reform and opening up and its accession to the status of the World Trade Organization is to hope “to exchange the world’s advanced technologies with China’s vast market”. The world’s accession to the World Trade Organization also hopes to seize its own market share in China’s vast market. China's introduction of foreign investment aims to introduce foreign advanced technology. However, the facts of China's auto industry and aircraft industry have proved that taking China's vast market as a replacement for advanced technology, it is often the case that the more it is introduced, the more backward it is, and finally it is subject to people or loses itself and loses its initiative in the introduction.

The same reason: Chinese pesticide companies introduced foreign capital. The final result was the merger or acquisition of foreign pesticide companies. Mergers or acquisitions do not matter. The key is that foreign pesticide companies did not transfer research and development centers or technology centers to Chinese mainland. At the same time, it did not transfer world-class technology to China. As the saying goes: "Reluctant to children, can not cover the wolf," and now, the child was abandoned, the wolf is not trapped ah. Originally wishing to let out a vast domestic market and introduce advanced technology from the world, the final result was “a basket filled with water”—the world’s advanced technology had not been introduced, but it had handed over its domestic market to others. This cannot but arouse the vigilance of China's pesticide industry.

4.2 "Time for Space" Theory

By the same token, many people believe that using the domestic market space in exchange for advanced foreign technologies can shorten our own research time and narrow the gap. However, the facts also prove that abandoning self-reliance and self-employment and relying on giving up the domestic market can not be exchanged for advanced international technologies, it is impossible to shorten the time gap between Chinese and foreign technologies. The introduction of international second-rate technology is often the case. We are still in a state of catching up with world-class technologies, and the gap in time may increase. This cannot but arouse the vigilance of our pesticide industry.

4.3 "Free Competition Brings Prosperity"

Since the reform and opening up, Chinese pesticide production enterprises have increased from more than 200 at the end of the 1970s to more than 2,600 now, and the number of enterprises has increased. However, the technological level and research and development capabilities of enterprises have not been correspondingly improved. On the surface, "free competition" has brought about the prosperity of the pesticide market, but at the same time it has brought disorderly vicious competition and deterioration of the natural environment. In the past, “false, false, false, and inferior” occurred because pesticide products were in short supply, but now it is because of oversupply, and some companies are shoddy because they are not profitable. Free competition at the expense of effective and rational allocation of resources leads to low levels of duplication, waste of resources, and environmental inaction. The market mechanism - "invisible hand" can not play a guiding role in encouraging product innovation and industrial upgrading, or need the government's "visible hand" to coordinate the development of the pesticide industry, encourage technological innovation, and promote environmental protection governance.

4.4 "International Fairness First" or "National Market First"?

Free trade theory and fair trade theory have great temptation and drive. When the Western powers were strong, they strongly demanded fair and free international trade. Once they were at a disadvantage in certain fields, trade protectionism and trade barriers would rise. Developing countries are always in a position of unfreedom and unfair trade.

Facts have also proved that: In terms of local and international choices, all countries insist on "local priorities and fair considerations," rather than "equity priorities, taking into account local conditions." It is evident that all countries have tried every means to expand exports rather than expand imports. The theory of "free competition and fair trade" is a power theory that the powers maintain their own economic interests. When the "comparative advantage" is lost, they will wave the banner of trade protectionism and protect the "comparative disadvantages" of local enterprises.

The principle of reform and opening up is "giving priority to efficiency and giving consideration to fairness." In the same way, local and international choices should also adhere to the principle of "giving top priority to localities and giving consideration to fairness."

We do not refuse foreign advanced technology, but national enterprises still need to give priority to consideration.
